Numeracy means having a sense of numbers.  Not  only it means comparing, adding, subtracting numbers, but also creating and keeping records of numbers by measuring various quantities using rulers, measuring tapes, weighing scales, graduated flasks, watches, timers, calendars, compass, maps, etc.
